Our agency director wrote, "Through our Senator's office, an inquiry was made with the Embassies in Baku, Tbilisi, and at the State Department. This is what the staff from one of the Embassies wrote, and the US State Department essentially said the same."
Thank you for your inquiry. The situation is as follows - Azerbaijan ratified the Hague Convention on adoptions in December of 2007. They also appointed a new body, the Committee for Women, Children and Family Affairs, to oversee all international adoptions. The Committee drafted new regulations for international adoptions, but these regulations have not yet been approved by the Cabinet of Ministers. As such, all international adoptions in Azerbaijan are in the state of limbo.
We are in regulat [sic] contact with the government of Azerbaijan and continue to advocate for a speedy resumption of adoptions. However, we generally urge all U.S. citizens thinking of adopting in Azerbaijan to consider very carefully the likely difficulties and continuing uncertainty. Although adoptions are technically open, a number of U.S. adoption service providers have decided the situation is in too much a state of flux for them to operate comfortably. There are no guarantees that adoptions will be achieved on a regular basis and in a transparent manner.
